91 percent of state in drought

The National Weather Service declared Friday that Mercer and Oliver counties have areas with no drought, but county officials aren't convinced.

"It's kind of a perception of how things have been," NWS hydrologist Allen Schlag said. "You had hot, dry (weather) two to three weeks at a time, but as far as long-term precipitation, you are not far off from normal."
