Culvert concerns on County 28

When the outflow of a culvert is described as being at a higher elevation than the inflow, you know there’s likely to be trouble.
April Oster, a Mercer County resident who lives near County 28 southwest of Pick City, approached the Mercer County Water Resource Board June 13 to discuss her concerns about culverts that are impacting her property.
Oster said the nearby culverts, both on County 28 and her own private driveway, are backflowing into her property. She said her family ended up building a new house, but can’t install a basement because of the threat of flooding.
