Former deputy charged with sexual assault

A former McLean County deputy and current Turtle Lake resident is facing three felonies for the alleged sexual assault of a 15-year-old boy.
Richard Allen Anderson, 54, has been charged with corruption or solicitation of a minor, luring minors by computer and sexual assault, all Class C felonies. Anderson is also facing a Class A misdemeanor charge for indecent exposure.
According to court documents, Anderson is facing charges in connection with incidents in the fall of 2017. The documents state that a 15-year-old boys’ mother contacted the McLean County Sheriff’s Department on May 1, stating her son had been sexually assaulted by Anderson. The sheriff’s department, later citing conflict of interest, referred the case to the North Dakota Bureau of Investigation.
Special Agent Allen Kluth of the NDBCI said in documents that the victim stated he met Anderson during a traffic stop and that Anderson then befriended him. The boy, then in ninth grade, would make trips to Bismarck with Anderson.
During one of these trips, Anderson reportedly asked the boy if he “wanted to get laid tonight.” When the boy said no, Anderson reportedly said “please” and the boy consented. Anderson then invited the boy over for dinner, and later asked the boy to spend the night. The victim asked his mother permission and was told he could stay at Anderson’s house overnight.
Anderson then reportedly played porn on the TV and asked the boy repeatedly to perform sexual acts, which the boy eventually consented to. The victim told officers the acts only occured on that night.
