Measure 2 venue heard

The Sheridan County Commission members took a portion of their meeting into the Courthouse community room on Tuesday, March 6. The purpose was to hear information on proposed ND Initiated Constitutional Measure 2. This is intended to abolish authority of any government entity to raise taxes that are based on the valuations of property by a constitutional amendment.
Here they, and public members who attended, heard County Auditor Shirley Murray read the methods used in determining property tax valuations. The rehash explained the use of three main factors; production data; cost of production index; and capitalization rate.  They are based upon a formula used and applied before December 1 of each year by the Dept. of Agribusiness and Applied Economics at North Dakota State  University. This results in an “average” value for each county. Average is formally known as the ‘median.’
