City council looks at subdivision idea

Discussion regarding a potential subdivision located on the southern end of the city was had by the Garrison City Council and those parties involved Monday evening. 
Brian Balstad, an attorney at law with the Fargo-based Balstad Law Firm who was retained by the landowner Jeff Gerhart, spoke to the Planning and Zoning Committee – and later to the Garrison City Council – about the subdivision. 
A conceptual master plan shows a subdivision of six commercial (C-1) lots and 90 residential (R-1) located on what is currently zoned as mostly agricultural land south of N.D. Highway 37 and east of County Highway 15. 
“The roads will be changed and with that, the parcels will be adjusted as well,” Balstad said, adding that the subdivision would be “primarily residential lots …with just a few C-1 retail district lots that will essentially run along Highway 15.”
The plan, which was presented with the potential for future changes, will be a long-term project, Ackerman said. 
“It’s going to take multiple years to get this project out,” he said. 
While the Planning and Zoning Committee did not have a quorum, those members in attendance looked favorably at the project. At the city council meeting, no action was taken, but the purpose of the meeting was to “take the temperature on what we need to do,” said Rolly Ackerman with Ackerman Surveying & Associates, who presented it with Balstad.
At the meetings, the potential for such an endeavor was recognized.
“We don’t really have very much for commercial lots available. And same with R-1 lots,” said Mike Youngs, chairman of the Planning and Zoning Committee. “There’s just not a lot available at the moment, so both would be good.”
