Garbage contract is up for grabs

The Garrison City Council needs time to think – to mull over who should be awarded the next contract to provide garbage service to the residents of Garrison.
At its regular monthly meeting Monday night, the council reviewed three proposals. The bids were from the present garbage service provider, Ellison Construction of Garrison, B& E Sanitation, Minot, and Waste Management of Underwood. The garbage contract with Ellison Construction is up at the end of the year.
Base estimates for customers showed Waste Management as the low bid at a rate of $9.42 per month. Next comes B&E Sanitation at $11 per month. Ellison Construction at $14.45 submitted the high bid.
Taking a closer look at the bids, council members learned that the B&E bid does not have a fuel surcharge or annual increase. The Ellison Construction bid includes a fuel surcharge if fuel is higher than $3.40 per gallon (negotiated with the city council) and an annual 4 percent increase.
According to the Waste Management bid a fuel surcharge would vary from .05 percent at $1 per gallon to 30 percent at $7 per gallon times the base rate of $8.75. The fuel surcharge would be set at the time of billing and could change monthly. An annual 4 percent increase is included. The WM bid also includes providing 96-gallon totes at no additional cost to each household.
