Infrastructure coming to northeast lots

Everything is in place to advertise for bids for infrastructure for all 22 lots in the Bicentennial Addition, or also known as lots owned by Three-Mile High LLC.
At Tuesday’s meeting of the Garrison City Council, the city’s engineer, Jim Lennington with Bartlett & West, Bismarck, reviewed Garrison’s improvement district and engineering report. He also told the council Three-Mile High has petitioned to assess all 22 lots. Lennington estimates the assessed cost per lot would be approximately $22,000.
In attendance for Three-Mile High LLC was Cecil Osterlund. He said a number of people are ready to break ground and build homes as soon as infrastructure is in place. He said the sooner the better. City officials have also fielded inquiries about potential assessment costs. Lennington’s visit cleared up a number of questions.
Putting things in motion, the council agreed to proceed with the bid process. Water and sewer will be installed first, with gutter and paving coming after a freeze-thaw cycle. Depending on weather, work could begin this fall. The bid opening will be Oct. 7 at 7:05 p.m.
In other infrastructure matters, Lennington said there’s a drainage problem in north Garrison, and he recommended accessing a drainage easement on some properties, notably on Jefferson Drive.
“We want you to be aware of it,” he told the council. “And now is the time you maybe want to address that.”
