Rural water considers fines in wake of water "theft"

There seems to be some water thieves in the region, according to the Garrison Rural Water District, and they’re considering changing their policies and raising prices in response.
“What I found is we’ve got people coming out here, buying property and not getting ahold of us,” Mike Oster, head of maintenance for GRWD, said at their Tuesday morning board meeting. “They’re having their buddies come out and put septics in and then go ahead and connect to our water lines. We don’t even know when it happened … I found two that had been put in. I had one guy come in and pay us, the other guy is going to pay us.”
Diane Stockdill, president of the board, didn’t mince words.
